Job summary

Opus People Solutions Limited is seeking a Financial Services Manager for a Local Authority client in Redditch. The role is 37 hours per week with hybrid working (1 day on-site per week) and a contract length of 6 months+.

You will manage Finance, Payroll, Exchequer and Insurance teams and support long-term financial planning and corporate priorities. Ideal candidates will have significant Local Government finance experience, a CCAB/CIPFA qualification (or progress towards), and a proven track

Qualifications

• Significant post-qualification experience within a Local Government finance environment.
• Managing and developing finance teams and overseeing service delivery.
• Revenue and capital budget setting, monitoring and financial planning.
• Statutory accounts preparation, year-end closedown and external audit processes.
• Treasury management, capital accounting and financial governance.
• Risk management frameworks and corporate risk reporting.
• Developing or improving computerised financial systems and processes.
• Producing and presenting reports to senior officers, elected members and committees.

Responsibilities

• Leading the Financial Services function across a shared service arrangement supporting two sovereign councils.
• Managing Finance, Payroll, Exchequer and Insurance teams and ensuring effective day-to-day service delivery.
• Supporting the development of long-term financial planning and ensuring resources are aligned to corporate priorities.
• Overseeing annual budget setting, budget monitoring and financial performance reporting.
• Managing capital programmes, capital accounting and treasury management activities.
• Supporting the production of statutory accounts and leading finance input into the year-end closedown process.
• Providing financial advice and challenge to senior managers, directors and elected members.
• Preparing and presenting reports to committees, senior leadership teams and key stakeholders.
• Leading on risk management activities and supporting the maintenance of corporate risk registers.
• Driving continuous improvement, value for money initiatives and the development of financial systems and processes.
• Supporting both internal and external audit requirements and ensuring strong financial governance and controls.
