Job summary

Powys County Council is seeking a capable project lead to conduct a strategic review of the council’s off-street car park portfolio. You will analyse usage, occupancy, income and costs, engage with communities and stakeholders, and develop options and business cases to support sustainable, evidence‑based investment decisions.

Responsibilities

• Lead a comprehensive review of the Council’s off-street car park portfolio, including usage, occupancy, income, costs, operations and asset condition.
• Gather, analyse and benchmark data to assess current performance, future viability and opportunities for improvement.
• Plan and deliver community and stakeholder consultation, working with Town and Community Councils, businesses, residents, elected members and other partners.
• Develop options appraisals and business cases covering future management, investment, charging and service delivery arrangements.
• Prepare clear reports, presentations and recommendations for senior officers, Cabinet, scrutiny committees and other decision-making forums.
• Monitor project delivery, identify funding opportunities and ensure work is delivered in accordance with legislation, Council policies and corporate priorities.
