Job summary

Leicestershire County Council is seeking a Development Manager to lead and shape how a diverse property portfolio is brought forward, including commercial assets and strategic land, to drive growth and community benefit.

You will manage major projects from feasibility through to delivery, including business cases, procurement and commercial negotiations, working with internal teams and external advisers to ensure robust governance and value for money.

Qualifications

• Evidence of leading complex property development and regeneration schemes.
• Knowledge of development delivery mechanisms and procurement routes.
• Understanding of local government environment, governance and financial sustainability.
• Experience managing budgets, risk, governance and reporting with multidisciplinary teams.
• Experience commissioning external advisers and managing consultants.
• Strong expertise in property development, strategic land and infrastructure delivery.
• Secure handling of commercially sensitive information and robust records.

Responsibilities

• Lead major property development and strategic land projects from feasibility to delivery.
• Shape delivery strategies and develop compelling business cases.
• Coordinate negotiations with external advisers, developers and landowners.
• Ensure projects are financially robust, well-governed and aligned with Council priorities.
• Collaborate with planning, highways, legal, finance and procurement teams.
