Job summary

Social Value Portal, in partnership with Rotherham Metropolitan Borough Council, is recruiting a Social Value Officer in Rotherham. The role is full-time, hybrid, and employed by Social Value Portal but based with the council team.

You will translate social value commitments into tangible outcomes, report to both organisations, and help procurement staff and suppliers deliver measurable social value.

Qualifications

• Strong experience or knowledge of social value gained in public/third sector or via study.
• 1–2 years’ professional experience in a multi-stakeholder role.
• Proficiency with data analysis and reporting using Excel.
• Comfort with creating reports and presentations using Word/PowerPoint.

Responsibilities

• Run market engagement events to explain social value in tenders.
• Build and update tender templates, guidance, and training resources.
• Train council officers on including social value in contracts.
• Support suppliers to understand commitments and provide evidence.
• Link contractor commitments to local delivery partners.
• Champion social value across the council and community.
• Provide first-line support on the TOM System and reporting platform.
• Keep CRM records accurate and up to date.

In this embedded role, you will be employed by Social Value Portal and work full‑time on the council team, creating a dual perspective between a fast‑growing social value platform and a busy local authority.

Salary: £30,000–£32,000 | Fixed‑term to 30 October 2028, with the potential to become permanent | Hybrid: Rotherham, 2–3 days office‑based

About Social Value Portal

Social Value Portal built the UK’s leading platform for measuring and maximising social value. Since 2014 it has helped unlock over £74bn in social value nationwide using the evidence‑based TOM System (Themes, Outcomes and Measures). Working with Rotherham Metropolitan Borough Council, it embeds social value across procurement and the supply chain.

What the role looks like

As Social Value Officer you will collaborate with the council’s Social Value Practitioner to help procurement staff and suppliers translate social value commitments into tangible outcomes. You will report to both Social Value Portal and Rotherham Council while being based day‑to‑day within the council team. Success is measured by the council’s ability to manage and evidence social value delivery with fewer outside resources.

Responsibilities

• Run market engagement events, explaining how social value applies to upcoming tenders
• Build and update tender templates, guidance and training resources for procurement staff
• Train council officers on including and managing social value commitments in contracts
• Support suppliers to understand their commitments and provide robust delivery evidence
• Link contractor commitments to local delivery partners, including Job Centre Plus and Voluntary Action Rotherham
• Champion social value across the council and into the wider Rotherham community
• Provide first‑line support on the TOM System and reporting platform
• Keep CRM records accurate and up to date

What you’ll bring

Essential

• Strong experience or knowledge of social value, gained directly, through study, community engagement, or in the public or third sector
• At least one to two years’ professional experience with a proven ability to organise and manage yourself in a demanding, multi‑stakeholder role
• Confidence using Excel for data analysis and reporting
• Comfortable using Word and PowerPoint to prepare reports and presentations

Useful, not essential

• Experience using Salesforce or a similar CRM platform
• Background in procurement, contract management or tender processes
• Experience delivering training sessions or workshops

Working arrangements

Location: Riverside House, Main Street, Rotherham, S60 1AE (RMBC office) – Hybrid: 2 to 3 days office‑based.
