Job description

Corporate Services | Main Administration Building, 25 Cedric Street

The Landscape

Since our new Chief People Officer joined late last year, the HR team has been on an exciting journey. We have embarked on a rebuilding phase, starting with establishing the core foundations to design the pathway forward, enabling the business to achieve its community, people, and strategic outcomes. We have redesigned our work approach, adopting an agile methodology to set us up for success with many exciting projects underway. We recognize that implementing a new way of working is a learning journey for all, but we are doing this collectively and having fun along the way.

Human Resources is part of the Corporate Service Directorate, which is responsible for many key functions typical of such a directorate. What makes us unique is our CEO and Director of Corporate Services, who genuinely prioritize people—supporting the delivery of the City’s people experience strategy.

The Opportunity

The Service Lead People Business Partnering is a critical role within the HR team. You will lead a team of eight—comprising People Business Partners and Support Officers—in delivering a broad range of people strategies and solutions. Your responsibilities include providing comprehensive HR services aligned with the City’s strategic goals, focusing on recruitment, onboarding, learning and development, employee relations, and remuneration. You will report to the Chief People Officer and be a key member of the HR leadership team.

Key responsibilities include:

  • Understanding organizational challenges and prioritizing People Business Partnering programs with the Chief People Officer and Directors.
  • Providing strategic HR advice to management and staff.
  • Offering specialist guidance on Awards, Employment Agreements, and legislation.
  • Leading ER/IR expertise on workforce matters, employment negotiations, and representing the City in complex cases.
  • Supporting remuneration practices and overseeing the annual REM process.
  • Contributing to budget development, including the HR Business Unit Plan, business cases for HR initiatives, and performance monitoring.
  • Negotiating Service Level Agreements and setting KPIs.
About You

While the following experience is highly desirable, we encourage all applicants to apply, even if you don’t meet every criterion:

  • Proven ability to develop organizational skills, respond to change positively, and plan initiatives that deliver outcomes within scope, budget, and timeframes.
  • Ability to build internal and external relationships, facilitate cooperation, and guide, coach, and develop team members within a Business Partner Model.
  • Strong conceptual and analytical skills with the ability to provide innovative solutions to complex issues.
  • Excellent negotiation, conciliation, mediation, and advocacy skills.
  • High-level problem-solving, conceptual, and analytical skills.
  • Extensive knowledge of contemporary HR practices and their application in the workplace.
  • Exemplary leadership skills that inspire, influence, and provide clear direction.
  • Comprehensive understanding of relevant legislative and industrial frameworks.
  • Experience negotiating and implementing Employment Agreements and working with unions and industrial parties.
What We Offer

The City provides flexible work arrangements to promote work-life balance and offers additional benefits such as:

  • Free parking and accessible public transport.
  • Onsite fitness facilities and end-of-journey amenities.
  • Superannuation matching up to 6%.
  • Opportunities for professional development, including training and memberships.
  • Excellent leave entitlements, including annual leave loading and the option to purchase extra leave.
  • 50% discount on gym memberships at Stirling leisure centres (permanent/fixed-term employees).
  • An in-house employee café.
