Job summary

Leicestershire County Council is seeking a Senior Waste Operations & Contracts Management Officer to lead on the management of Recycling and Household Waste Sites (RHWS) and Waste Transfer Stations (WTS). The role involves contract management, budget oversight, and development of waste projects across Leicestershire.

You will coordinate procurement and management of waste contracts, ensure regulatory compliance, and support on-site operations across RHWS/WTS. Travel across the County is required.

Qualifications

• Degree or equivalent in waste management, contract management or contract procurement.
• Experience in monitoring, planning and budgeting.
• Experience delivering projects and applying project management principles.
• Ability to build strong relationships with stakeholders, negotiate and influence under tight timescales.
• Experience in procurement and management of waste or maintenance contracts.
• Willingness to travel across the County as required.

Responsibilities

• Lead the development and delivery of waste operational projects and improvements.
• Develop and deliver recycling and treatment services.
• Develop and deliver savings initiatives (including income generation).
• Monitor and manage budgets for RHWS, WTS and related services.
• Procure, manage, and operate waste contracts and environmental maintenance.
• Ensure compliance at RHWS and WTS with health, safety and environmental laws.
• Oversee site provision of operational equipment, legal consents and CCTV systems.
• Support Waste Management Delivery teams and Team Manager as required.
