Job summary

Ofcom is seeking a Principal-level expert to join the Infrastructure and Connectivity Group in Belfast. The role shapes regulatory thinking and strategic programmes in the UK's digital infrastructure, drawing on deep telecoms expertise to guide policy decisions and technology strategy.

You will lead a small technical team, collaborate with peers, and translate complex concepts for senior stakeholders, ensuring resilient, secure connectivity across services.

Qualifications

• Technical expertise in 3GPP mobile network architecture (4G/5G NSA/SA)
• Experience designing satellite communications solutions (GEO/LEO)
• Knowledge of optical networking and fibre in access, metro, core and sub-sea networks
• Understanding telecoms transmission and transport networks (Carrier Ethernet, MPLS, IP)
• Familiarity with TV and radio broadcasting technologies (DTT)
• Proven ability to work with complex data sets and regulatory context
• Ability to research and learn new technologies as required
• Proven track record of communicating complex technologies clearly
• Experience working across classifications and sensitive areas

Responsibilities

• Build relationships across Ofcom providing technical leadership across infrastructure, connectivity, security, resilience, competition and consumer policy
• Commission, conduct and evaluate technical research to support regulatory interventions and policy development
• Translate complex technical concepts into clear, evidence-based advice for senior leaders and stakeholders
• Anticipate technological developments and their impact on regulatory work and industry standards
• Manage and develop a small technical team
• Contribute to Ofcom's broader technology strategy for the sector's ICG regulation
• Collaborate with peers to ensure the team delivers outputs effectively
