Job summary

Bedford Borough Council is seeking an experienced Senior Programme Manager to lead Bedford’s Local SEND Reform Plan and related transformation initiatives across education, health and care. You will manage complex workstreams, oversee delivery, risks and dependencies, and work with senior leaders and external partners to ensure strategic goals are met.

• Hold a degree-level qualification and have 4+ years’ experience managing complex programmes in health, education or care.
• Have strong programme/project management skills, including risks, dependencies and competing priorities.
• Have experience working strategically across organisations and professional groups.
• Be confident providing challenge and resolving issues.

Responsibilities

• Lead complex workstreams and manage delivery across partners.
• Oversee risks and dependencies and monitor progress using data.
• Provide challenge, quality assurance and decision support.
• Direct a programme team and coordinate with external partners.
• Ensure delivery aligns with government requirements and the SEND Strategy.
