Job summary

Neath Port Talbot Council is seeking an ambitious Innovation and Continuous Improvement Senior Project Officer to join our newly established team. You will lead a portfolio of complex transformation projects and service reviews that cut across multiple service areas, turning ideas into deliverable solutions with rigorous planning, governance and delivery.

This is a 2-year internal secondment, with hybrid working from Port Talbot Civic Centre.

Qualifications

• Significant experience leading complex projects, service reviews or improvement programmes.
• Strong project governance and risk management skills.
• Experience developing business cases, evaluating options and presenting recommendations to senior stakeholders.
• Excellent analytical and problem-solving abilities with the ability to challenge existing processes.
• Outstanding communication, facilitation and stakeholder management skills.
• Knowledge of project management, change management and continuous improvement methodologies.
• Excellent ICT and digital skills, with knowledge of Microsoft 365 and using digital tools for analysis and planning.

Responsibilities

• Lead and manage complex transformation and improvement projects from concept through to implementation and evaluation.
• Analyse evidence, identify opportunities and develop innovative solutions to improve services and outcomes.
• Produce business cases, options appraisals and recommendations to support decision-making.
• Facilitate workshops, service reviews and stakeholder engagement activities.
• Support services to identify improvement opportunities through data and insight.
• Monitor project performance, risks and resources to ensure delivery.
• Provide professional challenge and support to senior managers and governance boards.
• Collaborate with managers, elected members, partners and staff to deliver lasting change.
• Line manage and develop the Special Project Officer with clear direction.
