Job summary

Rullion Ltd is seeking a Project Controls Manager to lead a cross-discipline team across major UK programmes. You will shape how scope, cost, risk, and schedule integrate, set governance, and turn performance data into insights for senior stakeholders.

Coaching and developing the team will be central to success. You will have experience in multiple Project Controls disciplines, and be able to operate in highly regulated environments, with strong leadership and communication skills.

Qualifications

• Undergraduate degree in a relevant technical or management field.
• Membership of a relevant professional body (APM or PMI).
• Experience in two or more project controls disciplines.
• Ability to gain BPSS/SC clearance.
• Experience delivering projects in highly regulated sectors (e.g., defence or infrastructure).
• Strong leadership and communication skills.

Responsibilities

• Lead cross-discipline Project Controls teams on high-risk, high-complexity programmes.
• Define scope, exclusions, interfaces, dependencies and coordinate WBS development.
• Establish and maintain a robust Performance Measurement Baseline and manage change control.
• Set supplier Project Controls contract requirements and analyse performance data with suppliers.
• Ensure integration and alignment of scope, cost, risk and schedule.
• Analyse performance data, including Earned Value Management, to support informed decisions.
• Liaise with Finance on Cost and Cash ETC and EAC profiles.
• Support resource deployment against resource-loaded schedules.
• Establish governance processes for structured, auditable decision-making.
• Assure quality, accuracy and integrity of team outputs.
• Mentor and coach team members to drive capability improvement.
• Demonstrate track record delivering projects in regulated sectors.
