Job summary

McLaughlin & Harvey WorkSpace is seeking a Pre-construction Manager to lead our estimating team and drive winning bids on high-value projects in Belfast and beyond.

You will develop bid strategies, oversee tender preparation, coordinate with Commercial and Estimating teams, and manage risk while guiding a high-performing team in a live environment. Hybrid working options available and a competitive benefits package.

Qualifications

• High standard in Estimating or Quantity Surveying with proven experience.
• Experience with estimating software packages.
• Experience on projects up to £30m.
• Experience in fit-out/refurbishment sectors.
• Experience in leading and managing a team.
• Understanding of two-stage, single stage and negotiated tendering.

Responsibilities

• Lead and develop the estimating team to achieve the WorkSpace Business goals.
• Agree the Bid Win Strategy with the WorkSpace Board.
• Oversee the preparation of bids, ensuring estimates are accurate and competitive.
• Develop a Bid Programme.
• Organise, chair, and attend tender progress meetings.
• Understand risks and opportunities and address them with the team.
• Review contract documents and align tender position with Commercial and Estimating teams.
• Develop strategies to achieve competitive quotes based on market trends.
• Manage tenders from conception through to award and handover to the commercial team.
• Develop new business opportunities with WorkSpace clients with the Business Development Director.
