Job summary

McLaughlin & Harvey Ltd is seeking an experienced Engineer to join our Civil Engineering Pre-Construction team. You will develop technically robust tender submissions, translating complex construction solutions into clear proposals for high-value projects.

You will work with estimators, managers and external partners to deliver practical methodologies, schedules and risk-aware approaches while maintaining strict tender deadlines and high-quality documentation.

Qualifications

• Degree in Civil Engineering or similar subject.
• Experience in civil engineering role and/or bidding environment.
• Experience in technical report writing.
• Ability to develop and communicate complex construction methodologies for both technical and non-technical audiences.
• Understanding and experience of construction techniques and risk mitigations within civil engineering, including marine, rail, bridge, road and flood alleviation projects.
• Experience coordinating design input and contributing to value-engineering proposals.
• Strong planning, organisation and time-management skills, with the ability to meet demanding tender deadlines.
• Meticulous attention to detail and accuracy; time management and prioritising workload.
• Ability to work on own initiative and across multiple bids simultaneously.

Responsibilities

• Produce compelling and concise technical content detailing proposed construction methodologies, sequencing, risk mitigation and programme approach for bid submissions.
• Review tender documentation to identify technical risks and opportunities and propose innovative delivery solutions.
• Collaborate with estimators, designers, submission managers, planners and the technical team to develop efficient construction methodologies.
• Prepare for and attend post-tender presentations and interviews, presenting technical solutions clearly.
• Attend site visits during tender periods to inform logistics, access, phasing and construction planning.
• Liaise with subcontractors and designers to develop the technical approach to the project.
• Work with the submissions team on the overall bid and quality response.
• Raise technical queries and ensure client responses are reflected in the bid.
• Manage production of supporting drawings and diagrams via in-house CAD team.
• Produce supporting pre-construction documents such as risk registers and CEMP.
• Contribute to tender stage meetings and share best practices.
