Job description

Senior Policy Officer (Infrastructure) - Town Planning Department

Carrington West is assisting their local authority client in the East of England to find a Senior Policy Officer (Infrastructure) to join their town planning team on an initial 6-month contract, with potential for rolling extension.

We seek an experienced planner to provide expert input into the production, implementation, and review of planning documents and supporting evidence bases. The role involves strategic influence in delivering projects that require infrastructure to unlock development. It includes analyzing, reviewing, and monitoring planning policy issues, conducting research, and contributing to policy development.

The post holder will play a key role in developing the Local Plan infrastructure needs, supporting the preparation and implementation of the Infrastructure Delivery Plan, and managing the Council's Community Infrastructure Levy project pipeline. The role also involves engaging with the Nationally Significant Infrastructure regime, including compiling information, responses, and maximizing opportunities from such schemes. The position is both internal and external facing, requiring engagement with partners and stakeholders on infrastructure and transport matters.

Main Duties:

1. Support the preparation and review of the Local Plan and other planning policy documents in collaboration with the Planning Policy Team and wider planning service.
2. Assist in developing evidence bases, datasets, and documents to justify planning policies, including analyzing social, economic, and environmental data.
3. Support the development of a clear understanding of infrastructure needs, challenges, and opportunities within the district, including horizon scanning to ensure timely infrastructure delivery.

Qualifications beneficial for this role include a Post-graduate degree in planning, regeneration, or a related discipline, and eligibility for RTPI membership.
