Job description

Carrington West is assisting their local authority client in the East of England in the search for a Senior Policy Officer (Infrastructure) to join their town planning department team on an initial 6-month contract, then rolling.

We are seeking an experienced planner to provide expert input into the production, implementation, and review of planning documents and supporting evidence bases. The role involves strategic influence in delivering projects that require infrastructure to unlock development. Key activities include analyzing, reviewing, and monitoring planning policy issues and development by collecting data, conducting research, and contributing to policy development.

The post holder will play a vital role in developing the Local Plan infrastructure needs, supporting the creation and execution of the Infrastructure Delivery Plan, and managing the Council's Community Infrastructure Levy project pipeline. The role also involves supporting the Council's engagement with the Nationally Significant Infrastructure regime, including compiling information, responses, and maximizing opportunities from such schemes. This position involves both internal and external engagement with partners and stakeholders regarding infrastructure and transport.

Main Duties:

1. Support the preparation and review of the Local Plan and other planning policy documents in collaboration with the Planning Policy Team, the wider planning service, and colleagues within the Place directorate. Assist with assessment and decisions related to planning proposals and responses to consultations, and contribute to other projects as needed.
2. Help develop evidence bases, datasets, and documents to support planning policies and decisions, including analyzing social, economic, and environmental data of the district.
3. Work with the Implementation Team to develop a clear understanding of the district's infrastructure needs, challenges, and opportunities, including horizon scanning to ensure infrastructure delivery aligns with growth objectives.

It would be beneficial to hold a Post-graduate degree in planning, regeneration, or a related discipline, and to have eligibility for RTPI membership.

The council seeks candidates who can start immediately and offers flexible hybrid working arrangements.
