Job summary

National Highways is strengthening its Digital Services function by recruiting a Lead Identity Manager to steer identity governance, lifecycle management and authentication services across the organisation.

The role focuses on Privileged Access, Vetting, JML accounts and policy enforcement, ensuring access is aligned with business need while reducing risk and protecting critical assets. It requires strategic leadership with hands‑on delivery and collaboration across teams.

Qualifications

• Experience leading Identity and Access Management functions.
• Strong knowledge of identity lifecycle management and access governance.
• Experience with privileged access management (PAM).
• Willingness to obtain SC clearance; UK residency normally required.
• UK residency of five years or more will be considered in vetting.

Responsibilities

• Lead Identity and Access Management across operational and business environments.
• Enforce and improve security policies, standards and processes for access control.
• Oversee Vetting Services and JML accounts to ensure proper access.
• Deliver governance reporting on identity threats, risks and controls.
• Lead Identity Services delivery and maintain SOPs and knowledge articles.
