Job summary

Matchtech is seeking a Development Control Engineer in London on a contract basis within a busy highways environment. The role focuses on assessing development proposals, managing highway-related agreements and ensuring infrastructure delivery, construction and adoption in line with legislation and standards.

The hybrid role encompasses development management, highways engineering, stakeholder engagement, site supervision and project delivery responsibilities.

Qualifications

• Significant experience in highways development control, development management or highway authority environments.
• Experience managing Section 38 and Section 278 schemes, including technical approvals and highway adoption.
• Strong knowledge of highways legislation, policies, standards and specifications.

Responsibilities

• Assess highway and transport implications of planning applications and development proposals.
• Manage Section 38, 278 and 184 applications and agreements.
• Review and audit highway designs, construction details and infrastructure proposals.
• Negotiate with developers, consultants, legal representatives and stakeholders.
• Prepare engineering assessments, cost estimates, technical reports and correspondence.
• Inspect and monitor highway works for compliance with drawings and standards.
• Support completion and adoption of new highway infrastructure and asset management.
• Maintain records of applications, agreements, financial contributions, bonds and deposits.
• Monitor budgets, invoices and fees to support service performance and income targets.
• Represent the Highway Authority at meetings and deputise for Senior Development Control Engineer.
