Job summary

Public Services Delivery Scotland is recruiting two Senior Technical Leaders in Data & Analytics to support BAU and Enablement services. Based in Edinburgh or Glasgow, the posts are permanent, 36 hours per week, with hybrid working patterns.

You will lead design and delivery of data, BI and analytics solutions, including data pipelines, warehousing and enterprise reporting; provide expert technical advice and assurance to stakeholders; mentor team members and drive continuous improvement.

Qualifications

• Significant experience leading the design, development and implementation of data, BI and analytics solutions, including data warehousing, ETL/ELT pipelines and enterprise reporting
• Strong technical expertise, including SQL and Python, and experience in coding, data processing and performance optimisation
• Proven ability to provide expert technical analysis and advice to stakeholders, and to act as a technical authority for solution design and delivery
• Experience working with ITIL/ITSM environments and understanding how strategy and policy inform operational delivery
• Ability to assess and manage technical risk, and to deliver innovative solutions to complex problems under pressure
• Experience delivering within structured delivery frameworks such as Agile or DevOps, with a track record of meeting project milestones
• Strong stakeholder management skills and the ability to communicate complex technical concepts clearly to a wide range of audiences
• Excellent organisational skills, with the ability to prioritise, coordinate and delegate work effectively in a high‑pressure environment
• A proactive, solution‑focused mindset with a strong commitment to quality and continuous improvement
• A collaborative approach, with experience of mentoring, supporting and developing other team members

Responsibilities

• Lead design, delivery and ongoing support of data, BI and analytics solutions
• Design and implement data pipelines, data warehousing and enterprise reporting platforms
• Provide expert technical advice and assurance to internal and external stakeholders
• Support maintenance and enhancement of live services and adoption of new tools and best practices
• Balance competing priorities in a fast-paced service environment and manage incidents and change requests
• Contribute to continuous improvement and capability development across the service
• Mentor and develop team members
