We are looking for an Operations and Development Manager to join Sheffield City Council's Building Safety service.

Building Safety plays a critical role in ensuring council homes remain safe, compliant and well managed. Working across a range of statutory and regulatory responsibilities, the service is responsible for maintaining high standards of building safety, assurance and compliance across Sheffield's housing stock, supporting the Council's obligations as a landlord and accountable organisation.

This is a key operational leadership role responsible for managing services, leading teams and driving performance across a complex and fast-moving service area.

You will lead and support teams responsible for delivering building safety programmes and services, ensuring they are effective, well-governed and focused on achieving positive outcomes for residents and the Council.

You will be responsible for:

  • Leading teams and supporting high-quality service delivery.
  • Managing performance, workloads, budgets and resources.
  • Driving service improvement and implementing change.
  • Developing and maintaining effective policies, procedures and systems.
  • Monitoring compliance, performance and service standards.
  • Working with colleagues, contractors, consultants, regulators and other stakeholders to deliver effective services.
  • Supporting service planning and the delivery of strategic priorities.

A significant part of the role will involve using performance information, operational data and customer insight to understand service performance, identify areas for improvement and support effective decision-making. You will help ensure that services are informed by accurate information and that performance is monitored, reported and acted upon.

Technical knowledge, assurance and regulatory compliance are central to the success of the Building Safety service. We are looking for someone who understands the principles of building safety management and can provide effective leadership across technical and operational activities. You will help ensure that building safety risks are appropriately identified, assessed and managed, that compliance requirements are met, and that robust assurance arrangements support effective decision-making and service improvement.

We are particularly interested in candidates with experience or knowledge in areas such as:

  • Building Safety and compliance management.
  • Fire safety and fire risk management.
  • Building surveying and construction.
  • Housing maintenance and property management.
  • Asset management and investment planning.
  • Mechanical and electrical systems.
  • Risk management, assurance and regulatory compliance.
  • Contractor, consultant and programme management.

We are looking for someone who:

  • Has experience leading operational or technical services in a complex environment.
  • Has a strong track record of managing performance and delivering improvement.
  • Can lead, motivate and develop teams to achieve high standards.
  • Has strong analytical skills and is confident working with data, performance information and management reports.
  • Can interpret complex information and present clear, evidence-based recommendations.
  • Understands how data, assurance and risk information can be used to improve compliance and support decision-making.
  • Can build effective working relationships with a range of stakeholders.
  • Is comfortable managing competing priorities and making sound operational decisions.
  • Has experience of managing budgets, resources and service delivery.

We would particularly welcome applications from candidates with a background in building surveying, building safety, compliance, housing asset management, construction, fire safety or related technical disciplines who can combine technical understanding with strong leadership and operational management skills.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
