VolkerRail Group in Scotland seeks an experienced Framework Bid Manager to lead tender opportunities under established framework agreements. You will collaborate with clients, operations and stakeholders to develop winning solutions, deliver high‑quality submissions and maximise outcomes through frameworks.

The role focuses on bid leadership, programme management and robust commercial submissions to secure long‑term client partnerships in the rail construction sector.

Qualifications

• 2–3 years’ bid management experience in rail/construction.
• Experience coordinating tender preparation to contract award.
• Strong written deliverable production and client negotiation skills.
• Excellent communication and presentation abilities.
• Ability to lead multidisciplinary tender teams and manage timelines.

Responsibilities

• Lead development and delivery of tenders under framework agreements.
• Manage tender programmes and ensure on-time submissions.
• Serve as primary client contact throughout the tender process.
• Produce tender elements including scope, pricing, and risk management.
• Draft and finalise responses to maximise evaluation scores.
• Coordinate submission documentation and governance compliance.
• Lead tender handover following contract award.
• Collaborate with estimating, commercial and operational teams.
