Job summary

Nine Twenty Recruitment is seeking a Procurement Framework & Bid Manager to own the public sector framework portfolio and bid activity across Scotland and England. You will manage the framework lifecycle end-to-end, coordinating input from sales, service delivery and technical teams to deliver compliant, compelling submissions.

You will monitor procurement portals and ensure accurate framework calendars, lot information and rate cards, while maintaining a strong pipeline and governance across

Qualifications

• Experience managing public sector frameworks and bids.
• Knowledge of the Procurement Act 2023 and Public Contracts Scotland Regulations 2015.
• Strong stakeholder management across Sales, Delivery and Technical teams.
• Ability to produce compliant, evidence-led submissions under deadlines.

Responsibilities

• Own the full framework lifecycle end-to-end across Scotland and England.
• Horizon scan, accreditation and call-off opportunities; lead bid production from kickoff to submission.
• Pull together evidence-led responses aligned to published criteria.
• Maintain framework calendar, update lot and rate card information, and advise on framework terms.
