3 Month Contract With A Local Authority

Job Purpose

The Revenues Team Manager will lead and manage a team responsible for the effective billing, collection and enforcement of Council Tax, ensuring the delivery of a high-quality, customer-focused and compliant revenues service.

The post holder will provide strong operational leadership, managing team performance, quality standards and service improvement activity to maximise income collection while ensuring recovery processes are fair, ethical and aligned with statutory requirements, council policies and best practice.

Working closely with the Arrears Team Manager and Revenues Manager, the post holder will support the development and delivery of effective revenues services, identifying opportunities for improvement, managing risks and ensuring legislative compliance. The role will also contribute to wider service change, projects and initiatives, deputising for the Revenues Manager when required.

Key Responsibilities
  • Lead, manage and motivate a Revenues team responsible for Council Tax billing, collection and enforcement activity.
  • Monitor and improve team performance, ensuring service standards, targets and quality measures are achieved.
  • Ensure compliance with statutory legislation, council policies, procedures and professional best practice within all revenues activities.
  • Apply specialist revenues knowledge to maximise income collection while ensuring ethical and proportionate recovery practices are maintained.
  • Identify operational risks, service issues and areas for improvement, implementing effective solutions and controls to prevent recurrence.
  • Ensure appropriate training, development and support is provided to staff to maintain high levels of performance and service delivery.
  • Manage all aspects of people management in accordance with council HR policies, including performance management, attendance, wellbeing and staff development.
  • Support and facilitate service change, contributing to the implementation of new policies, procedures, systems and projects.
  • Manage the performance of external revenues contracts through monitoring, review meetings and feedback processes.
  • Take responsibility for specific projects and programmes as allocated by the Revenues Manager or Senior Management Team.
  • Work collaboratively with colleagues across Revenues and Benefits to improve service delivery and achieve shared objectives.
  • Deputise for the Revenues Manager when required and provide operational support across the wider Revenues service.
  • Represent the council at external meetings, court hearings, tribunals and professional forums relating to Council Tax, Business Rates and BID Levy matters.
  • Promote benchmarking, innovation and best practice approaches to support continuous improvement.
  • Support annual audit activity within the service area and ensure agreed recommendations are implemented.
  • Ensure compliance with Health and Safety requirements, Data Protection legislation and other statutory responsibilities.
  • Promote equality, diversity and inclusion and ensure services are delivered in line with the Council’s Equal Opportunities policies.
  • Use relevant IT systems and technology effectively to support service management, reporting and operational delivery.
  • Undertake any other duties appropriate to the role, grade and overall purpose of the position.
