4Recruitment Services Ltd is seeking an experienced Interim Revenues Manager to lead its Revenues Service and oversee billing, collection and recovery across Council Tax, Business Rates, Sundry Debts and Housing Benefit Overpayments. The role is based in Benfleet, Essex, with hybrid working and a 6-month temporary contract.

Ideal candidates will have proven experience managing Revenues, strong leadership skills and the ability to drive performance and financial reporting within a local authority

Interim Revenues Manager

Location: Benfleet Essex

Contract: Temporary, 6 months | Full-time

Rate: £500-£550 per day umbrella

Working Pattern: Hybrid, minimum 1 day per week in the office

Closing Date: 15th October 2026

We are seeking an experienced Interim Revenues Manager to lead its Revenues Service and oversee the effective billing, collection and recovery of Council Tax, Business Rates, Sundry Debts and Housing Benefit Overpayments.

This is an excellent opportunity for an experienced Revenues professional to lead a local authority service, drive performance and ensure effective financial management.

Key Responsibilities

• Lead, manage and develop the Revenues team, including staff performance and training.
• Oversee annual billing, year-end processes, debt recovery and enforcement activities.
• Ensure compliance with relevant legislation and implement legislative changes.
• Manage Revenues budgets, performance targets, statutory returns and financial reporting.
• Oversee service-specific IT systems, software contracts and process improvements.
• Manage complex cases, complaints, GDPR matters and court proceedings where required.
• Work collaboratively with Finance, Benefits, external partners and senior management.

Essential Requirements

• Proven experience managing Council Tax, Business Rates and Sundry Debt collection and recovery.
• Experience leading annual billing and year-end processes.
• Strong knowledge of relevant legislation, regulations and recovery procedures.
• Experience managing staff, budgets, performance targets and service improvement projects.
• Excellent leadership, communication, report-writing and analytical skills.
• High attention to detail and the ability to work under pressure.
• Competence with Microsoft Office and relevant Revenues systems; experience with Civica OpenRevs, Civica Workflow and Efin is desirable.
• Full driving licence and access to own transport.
