Job summary

Basingstoke and Deane Borough Council is seeking a Revenues Team Leader to lead a high-performing team and deliver an excellent service to residents and businesses. This role combines leadership, technical know-how and service improvement.

You will manage day-to-day operations, provide expert advice on Council Tax and Business Rates, and drive policy and process changes while delivering strong customer service.

  • Monitor team performance through supervision, coaching and training.
  • Provide expert technical advice on complex cases and policy interpretation.
  • Manage complaints and escalated enquiries, including Ombudsman investigations.
  • Lead on implementing new legislation and discretionary decision‑making.
  • Represent the Council at tribunals, court hearings and external forums.
  • Oversee financial controls, performance reporting, refunds and statutory returns.

Revenues Team Leader

Lead an award-winning Revenues team and play a key role in delivering an excellent service to our residents and businesses.

This is an exciting opportunity for an experienced Revenues professional to join our high-performing service as a Revenues Team Leader. Reporting to the Revenues Operations Manager, you will provide day-to-day leadership to a team of Revenues professionals, ensuring the delivery of an efficient, customer-focused and compliant Council Tax and Business Rates service.

This role combines people management, technical expertise and service improvement, offering the opportunity to influence policy, support operational excellence and help shape the future of the Revenues Service. What You'll Be Doing
  • Lead and manage the day-to-day operation of the Revenues Team.
  • Inspire, motivate and develop staff, ensuring performance targets and service standards are consistently achieved.
  • Monitor team performance and quality, supporting staff through regular supervision, coaching, appraisals and training.
  • Provide expert technical advice on complex cases, legislation, case law and policy interpretation.
  • Manage complaints and escalated enquiries, including Ombudsman investigations, MP and Member enquiries, and Valuation Tribunal cases.
  • Lead on the implementation of new legislation, policy changes and discretionary decision‑making, including Section 13A Council Tax Reduction applications.
  • Represent the Council at tribunals, court hearings and other external forums where required.
  • Oversee key financial controls, performance reporting, refunds, write-offs and statutory returns.
