Job description

The post holder will line manage the Resourcing and the People and Culture administration teams and ensure the provision of a responsive Recruitment and Bank staffing service to the Health Board. The post holder will ensure effective processes, systems, and policies are deployed to support and enable adequate staffing levels and skill mix through the utilisation and recruitment of Temporary Staffing.

Main duties of the job

Responsible for managing the Resourcing and People and Culture administration teams daily, providing high-quality services to staff and potential Bank candidates, demonstrating the organisation's commitment to Improving Working Lives, flexibility, and staff development. The Resourcing Advisor will ensure an excellent candidate experience throughout communication and support managers to maintain this during their recruitment processes, fostering a positive impression of the Health Board.

The ability to speak Welsh is desirable; English and/or Welsh speakers are equally welcome to apply.

Job responsibilities
  • Manage the Resourcing and People and Culture administration teams daily, ensuring high-quality service to staff and Bank candidates.
  • Oversee all Bank worker recruitment activities, including shortlisting and interviews.
  • Ensure systems are in place for pre-employment checks, including verification meetings.
  • Support managers in recruitment activities, including signposting to NWSSP Recruitment team.
  • Manage Temporary Staffing activities (Bank and Agency staffing).
  • Provide advice on complex recruitment and staffing queries, escalating as needed.
  • Support the Resourcing Manager in developing and deploying effective administrative processes.
  • Work weekends and Bank holidays as required, sometimes on short notice, on a rota or on-call basis.

Person Specification
Qualifications and Knowledge
  • Degree in HR or equivalent experience.
  • Knowledge of recruitment legislation and processes.
  • Understanding of employment legislation, especially regarding workers.
  • Proficient in IT, including Word, Excel, PowerPoint; ECDL or equivalent.
  • Associate CIPD member.
  • Knowledge of rostering systems and practices.
Experience
  • Experience in a Temporary Staffing role or similar.
  • Managing recruitment processes.
  • Working under tight deadlines.
  • Stakeholder engagement and process development.
  • Staff supervision.
  • Data management and electronic systems use.
  • Supporting Employee Relations cases.
  • Effective communication and interpersonal skills.
