Job summary

Talk Recruitment is seeking a Preconstruction Manager for Exeter with remote work options. The role focuses on leading tenders for the South West Water Framework, coordinating with Estimating, Design, and Construction teams to drive bids from inception to contract award.

Ideal candidates have extensive pre-construction and bid-writing experience within civil engineering or water sectors, with a track record in main contractor environments and strong communication abilities.

Qualifications

• Ideally water sector experience; transferable from other civil/ highways sectors.
• Previous employment as Bid Manager or Preconstruction Manager.
• Extensive site and pre-construction experience including bid writing.
• Experience with a main contractor.
• Strong communication skills.
• Relevant construction qualification (Degree / HND / HNC).

Responsibilities

• Liaise with Estimating Team to meet timeframes for bids.
• Lead tenders with SWW representatives and define win strategies.
• Lead in tender bid settlements with director sign-off.
• Work within a small pre-construction team within SWW Framework Team.
• Liaise with design managers or lead pre-construction design depending on size.
• Liaise with other teams – Estimating, Construction, Design, Planning.
• Lead bids and be responsible for client liaison during bid and settlements.
