Job summary

Tilbury Douglas is seeking an experienced Project Manager to join the Infrastructure team in Exeter and the South West Water region. You will oversee pre-construction from concept through to handover, coordinating design, estimating, planning, procurement and stakeholders while ensuring programmes, budgets and governance align with framework requirements.

The role is hybrid, requiring regular Exeter attendance with travel to sites across the region.

Qualifications

• Proven project-management experience within construction or infrastructure.
• Experience leading multiple projects of varying size and complexity.
• Strong coordination of multidisciplinary teams, consultants and supply-chain partners.
• Knowledge of design management, estimating, planning, procurement, commercial principles, programme management, risk and change control.
• Strong client, stakeholder and organisational skills.
• Water-sector, NEC contract, two-stage or framework procurement experience is advantageous.
• An HNC, HND or degree in engineering, construction or PM is desirable, with relevant professional body membership.

Job description

Location: Exeter and the South West Water region

We are looking to appoint an experienced Project Manager to join our Infrastructure team, managing the pre-construction phase of projects across the South West Water framework. Reporting to the Framework Pre-construction Lead, you will take projects from initial concept and definition through to formal handover at the start of construction.

You will coordinate programme, design, commercial, risk and stakeholder requirements to develop buildable, compliant and commercially robust solutions. This is a hybrid role requiring regular attendance in Exeter, alongside travel to sites and meetings across the South West Water region.

Key Duties

• Own allocated projects throughout pre-construction, confirming the brief, scope, success criteria, governance arrangements and key deliverables
• Develop and maintain realistic execution plans, programmes, resource forecasts, reports, decision logs, risk registers and change records
• Lead client and stakeholder engagement, chair project and gateway meetings, and coordinate PSC and ECI activities against programme, budget, quality and contractual requirements
• Coordinate design, estimating, planning, commercial, procurement, digital engineering, sustainability, operational, consultant and supply-chain input
• Drive commercial control, risk and opportunity management, construction readiness and the formal handover of complete project information to the delivery team

About You

• Proven project-management experience within construction or infrastructure, managing pre-construction projects from concept development through to construction handover.
• Experience leading multiple projects of varying size and complexity, typically ranging from £2m to more than £50m.
• Strong experience coordinating multidisciplinary teams, consultants and supply-chain partners.
• Sound knowledge of design management, estimating, planning, procurement, commercial principles, programme management, risk and change control.
• Strong client, stakeholder and organisational skills.
• Water-sector, NEC contract, two-stage or framework procurement experience would be advantageous.
• An HNC, HND or degree in engineering, construction or project management is desirable, together with membership of APM, ICE, CIOB, CIBSE, RICS or an equivalent professional body.
