Recruitment Support Advisor

Fixed Term, Full Time

From £26,099 to £30,693 Per Annum

Location: Chelmsford

Working Style: Anywhere worker

Please note this vacancy is available as a Fixed Term Contract or Secondment opportunity for up to 1 year.

Interviews will be held in person at County Hall, Chelmsford.

This position has been classed as an anywhere worker role but has an expectation that the successful candidate will attend the office, in Chelmsford, 2 days per week, with the remaining time allowing for remote working if desired, in line with the organisation’s needs.

The Opportunity

Essex Shared Services sits within the People, Organisation and Development function at Essex County Council (ECC).

By sharing our expertise, skills, and breadth of knowledge, we have provided a cost saving while maintaining quality and service.

The Recruitment Support Adviser (RSA) will support Essex Shared Services, hiring managers, and candidates. Providing a customer-focused and professional service, you will support day-to-day operations such as arranging interviews, processing new temporary hires, and supporting temporary workers on site. The RSA will have a solid understanding of the recruitment process, legislation, and policy requirements, and be confident in providing technical guidance and advice to hiring managers across the organisation.

Accountabilities
  1. Supporting Essex Shared Services by developing a thorough understanding of the end-to-end temporary and permanent recruitment service. Advising and guiding hiring managers and candidates throughout the recruitment cycle, including employment law, policy, and legislation.
  2. Ensuring a culture of inclusion, fair recruitment practice, equality, and transparency by guiding hiring managers in best practices, aligned with ECC policy and standards.
  3. Arranging a high volume of interviews daily, ensuring candidates receive detailed confirmations, and managing interview schedules, including skills assessments, testing, presentations, and vide interviews.
  4. Collaborating across recruitment teams to provide administrative and project support, including delivering specific project work as required.
  5. Conducting the full recruitment process for named temporary hires, ensuring a positive onboarding experience and compliance with policies.
  6. Processing IR35 checks for temporary hires, guiding managers on legislation, HMRC requirements, and policy adherence.
  7. Managing weekly temporary payroll, resolving payment queries, invoicing, deductions, and providing guidance to temporary workers.
  8. Managing ECC’s recruitment agency supply chain, including contractual compliance and performance management.
  9. Managing shared inboxes, ensuring queries are responded to promptly or directed appropriately.
  10. Providing support to temporary workers on site, including managing extensions and documentation updates.
  11. Meeting individual and shared targets as defined in the performance framework.
The Experience You Will Bring
  1. Educated to RQF Level 3 or equivalent by experience.
  2. Thorough understanding of recruitment legislation, including Agency Worker Regulations, Equalities Act, and IR35.
  3. Knowledge of diversity, inclusion, and reasonable adjustments legislation.
  4. Proficient in IT, including MS Word, Excel, and PowerPoint.
  5. A passion for HR and resourcing best practices, with a focus on service and complex queries.
  6. Understanding of temporary worker legislation, with the ability to develop expertise in ECC policies and provide technical guidance.
  7. Highly motivated, detail-oriented, results-driven, and able to prioritize workload effectively.
  8. Excellent communication skills, with experience in customer service and query resolution.
  9. Ability to build effective relationships with colleagues and clients.
