Job summary

Balfour Beatty Living Places is seeking a Quantity Surveyor to join our commercial team supporting highways maintenance and infrastructure projects across the UK.

You will manage costs, value engineering, produce BOQs and valuations, and collaborate with clients, supply chain, and operations to maximise value throughout the project lifecycle. This hybrid role emphasises cost control, risk management and stakeholder engagement.

Qualifications

  • Degree-qualified in Quantity Surveying or equivalent experience.
  • Experience managing commercial activities on highways/infra contracts.
  • Knowledge of NEC contracts and practical application.
  • Strong cost control, valuations, and forecasting capabilities.

Responsibilities

  • Manage and monitor project costs and commercial performance.
  • Value works via BOQs and schedules of rates.
  • Prepare valuations, applications for payment and invoices.
  • Support procurement and subcontractor packages.
  • Produce CVRs and commercial documentation.
  • Collaborate with teams to manage risk and drive value.

We're looking for a Quantity Surveyor to join our commercial team, supporting the successful delivery of highways maintenance and infrastructure projects. You'll work closely with operational teams, clients, supply chain partners and stakeholders to ensure contracts are managed effectively, costs are controlled and value is maximised throughout the project lifecycle.

What you'll be doing
  • Managing and monitoring project costs and commercial performance
  • Measuring, recording and valuing works in accordance with contractual requirements
  • Identifying opportunities for value engineering and cost savings
  • Preparing valuations, applications for payment and invoices
  • Producing Bills of Quantities (BOQs) and schedules of rates
  • Building estimates from first principles and interpreting drawings and specifications
  • Supporting procurement activities and managing subcontractor packages
  • Producing and managing Cost Value Reconciliations (CVRs)
  • Preparing cost reconciliation reports and commercial documentation
  • Reviewing project programmes and planning commercial activities accordingly
  • Working closely with operational, commercial and supply chain teams to manage risk and identify opportunities
  • Building strong relationships with customers, subcontractors and key stakeholders
  • Supporting the development of less experienced members of the team
Who we're looking for
Essential Experience
  • Degree qualified in Quantity Surveying (or equivalent experience)
  • Previous experience as a Quantity Surveyor within highways, civil engineering, infrastructure, highways maintenance or local authority contracts
  • Experience managing commercial activities on term maintenance contracts, framework agreements or NEC contracts
  • Strong understanding of cost management, valuations, forecasting and Cost Value Reconciliation (CVR) processes
  • Experience administering subcontractor accounts and procurement activities
  • Ability to prepare applications for payment, valuations and commercial reporting
  • Knowledge of NEC contracts and their practical application
  • Strong stakeholder management skills with experience working collaboratively with operational teams, clients and supply chain partners
  • Good understanding of risk management, change control and cost recovery mechanisms
  • Proficient in Microsoft Office and commercial management systems
Desirable Experience
  • Experience working on local authority highways maintenance contracts
  • Chartered status, or working towards membership of RICS, ICES or CIOB
  • Knowledge of framework delivery models and performance-based contracts
  • Experience mentoring and supporting junior commercial team members
