Job summary

Leicester City Council is seeking a full-time Safer Communities Enforcement Officer to join a new, multi-disciplinary team in Leicester. The role focuses on enforcing Public Space Protection Orders, engaging with the public, and working across council and partner services to reduce anti-social behaviour and support homelessness duties.

The post requires street-based enforcement, on-foot patrols, and working in uniform across a 7:00–19:00 rota, Monday to Saturday, with some Sundays.

Qualifications

• Experience in enforcement, community safety, environmental enforcement, policing, security or similar frontline role.
• Excellent written and verbal communication; ability to engage diverse communities.
• Ability to assess situations quickly, make sound decisions and remain calm under pressure.

Full Time / 37 Hours Per Week / Permanent Play a key role in promoting a safe, connected and welcoming Leicester. This is an exciting opportunity to join a brand new, multi-disciplinary team at the heart of Leicester city, working collaboratively to improve community safety services to communities, reduce anti-social behaviour, and support the effective implementation of Public Space Protection Orders. We aim to improve public confidence, and enhance the overall look, feel and safety of the city. A new role within the newly established, multi-agency Safer Communities Enforcement Team, you'll work with council services, partner agencies, local businesses, educational establishments and community groups. You’ll support the Council's statutory duties under the Community Safety Partnership, including homelessness, anti-social behaviour, crime, and serious violence duties. This is a frontline, visible enforcement role which operates across the city in public spaces. Predominantly street-based, majority of the work will be undertaken on foot patrol and working in uniform, to engage with the public, businesses, partners and internal council teams. This is a full-time, permanent role working 37 hours per week. You’ll be expected to work on a rota basis which covers Monday to Saturday, between the hours of 7:00am and 7:00pm with some occasional Sundays.

What You’ll Be Doing

A visible uniformed presence on the streets, you’ll enforce Public Space Protection Orders including issuing Fixed Penalty Notices, Community Protection Notices and other statutory notices. Identifying community safety issues, you’ll de-escalate situations to achieve positive outcomes. You’ll provide advice, information and reassurance to members of the public on community safety matters, as well as signpost and refer individuals to relevant council or partner services, including where vulnerability or homelessness needs are identified. Working closely with the Anti-social Behaviour team, you’ll prepare accurate, high-quality evidence files for potential prosecution. You’ll work collaboratively with colleagues and partner agencies to resolve issues quickly and effectively, and attend multi-agency meetings, sharing intelligence and coordinating responses. You’ll promote clarity around the remit of this role in relation to other uniformed services such as City Wardens and Parking Attendants.

What You’ll Need

Confident, professional and resilient, you’ll be committed to the safety of our communities. Ideally, you’ll have experience in enforcement, community safety, environmental enforcement, policing, security, or a similar frontline role. You’ll have strong communication and conflict-management skills, with the ability to engage positively with diverse communities. With a good sense of judgement, you’ll be able to assess situations quickly, make sound decisions, and work calmly under pressure. You’ll have excellent written skills, particularly for evidence gathering and report writing. Working effectively as part of a multi-agency team and independently, you’ll take a professional, fair and proportionate approach to enforcement. Appointment will be subject to a NPPV2 vetting.
