Job summary

Worcester City Council is seeking flexible, professional Civil Enforcement Officers to join a high-performing team in Worcester city centre and neighbourhoods. You will enforce parking regulations, littering, fly-tipping and public space rules while engaging with residents and visitors.

The role involves patrolling, issuing notices, delivering clear advice, and supporting city-wide enforcement initiatives using modern tech. A rota including evenings, weekends and holidays is required.

Job description

We are looking to recruit flexible, professional, and community-focused Civil Enforcement Officers (CEOs) to join our high-performing, multi-functional team at Worcester City Council. This is a unique opportunity to contribute to the maintenance of a safe, clean, and accessible city environment through proactive engagement and visible public service.

About the Role

As a multi-role CEO, you will work across Worcester's vibrant city centre and neighbourhoods, supporting the effective enforcement of:

• Parking regulations (on-street and off-street)
• Environmental enforcement (littering, fly-tipping, dog fouling, etc.)
• Public space management and a conduit to the neighbourhoods service area.
• Supporting community safety initiatives and local events

You will play a crucial role in ensuring compliance, improving accessibility, reducing environmental harm, and upholding the quality of our public spaces.

What You'll Be Doing:

• Patrolling designated areas, identifying and addressing contraventions
• Issuing Penalty Charge Notices and Fixed Penalty Notices in line with legal and policy frameworks
• Providing clear, courteous advice and guidance to members of the public
• Supporting operational priorities, including city centre cleansing and enforcement initiatives
• Utilising modern technology (handheld devices, body-worn cameras, GPS radios) to deliver services efficiently
• Working in partnership with colleagues, contractors, and external agencies to improve community outcomes
