Job summary

Arthian Ltd. is seeking an Energy and Decarbonisation Lead (Public Sector) to drive new opportunities and oversee delivery of complex programmes across the UK.

The role combines business development with programme leadership, engaging with local authorities, NHS trusts, and central bodies to translate Net Zero strategies into fundable, compliant projects. The successful candidate will manage multidisciplinary teams, navigate funding landscapes, and lead procurement and governance processes with

Qualifications

• Significant experience delivering energy or decarbonisation programmes in the public sector or built environment.
• Ability to convert technical analysis into investable programmes and business cases.
• Strong understanding of funding mechanisms, procurement pathways, and governance.

Responsibilities

• Identify and develop new opportunities across public sector decarbonisation.
• Lead end-to-end delivery of decarbonisation and energy efficiency programmes.
• Lead bid development, framework call-offs, and proposals submissions.
• Coordinate stakeholders across estates, finance, and leadership.
• Present complex information to non-technical audiences and report to boards.
