Job summary

The Property and Development Service plays a lead role in generating income and capital receipts for the Council through acquisitions, disposals and the proactive management of its extensive commercial property portfolio. These investments and management strategy play a key role in securing income to fund wider Council services for the benefit of local communities.

Teams within the service work in partnership with the private sector and key stakeholders to secure high quality investment in the city and deliver major mixed-use regeneration schemes, such as Friargate and City Centre South, which will create thousands of new homes and jobs for the city.

What is the job role?

The Commercial Property Management Team provides an effective day-to-day management service across the Council’s commercial property portfolio. The team is responsible for ensuring that properties are safe, well-maintained and managed efficiently, while achieving value for money and protecting the long-term condition of the estate.

As a Property Manager, you will:

  • provide professional advice on building maintenance, repairs and specific property matters.
  • undertake regular property inspections, identify maintenance and compliance issues, and arrange appropriate remedial works;
  • coordinate reactive and planned maintenance, giving particular priority to health and safety and other statutory requirements;
  • monitor relevant landlord and tenant lease obligations and take appropriate action where necessary;
  • manage contractors and works, monitoring progress, quality, expenditure and performance; and
  • work closely with the Building Surveying Team and other colleagues to protect Council assets and prolong the operational life of its buildings.

Applicants must demonstrate substantial relevant experience in commercial property management. You should either hold the NEBOSH General Certificate or be willing to undertake and complete the qualification within an agreed and reasonable timeframe following appointment.

All candidates must have the Right to Work in the UK. We are currently not offering sponsorship for this role.

Who are we looking for?

We are looking for a proactive, organised property professional who can take ownership of their workload, exercise sound judgement, and pay close attention to detail.

You will have relevant experience of managing commercial property or a similarly varied property portfolio, together with a practical understanding of buildings, maintenance and repair. You should be able to identify issues, determine appropriate action and coordinate works in accordance with the Council’s policies and procedures.

You will also have:

  • a working knowledge of project management principles and the ability to coordinate works from identification through to completion;
  • a good understanding of health and safety, fire safety and the Construction (Design and Management) Regulations;
  • strong organisational skills, with the ability to manage competing priorities and meet deadlines;
  • excellent written and verbal communication skills, enabling you to work effectively with tenants, contractors, professional advisers, colleagues and other stakeholders; and
  • the ability to work independently, use your own initiative and contribute positively as part of a wider team.
