Coventry City Council is seeking a Systems and Process Manager for the Corporate Property Information team. You will develop and maintain land, property and asset records and lead system changes, policy creation and data mapping to improve information flow.
You will manage data sets, support portfolio policy, and provide training on PAMs and GIS to users and service managers. The role requires strong ICT skills and accuracy under deadlines.

TheFacilities Management (FM)Service comprisesseveraldiverse and multi-disciplinedteams that areresponsible for the safe operation, management, maintenanceandefficiency of theCouncil’s property assets. Theteamsprovidea range ofservicesand supportto theCouncil’soperational,commercial andschools portfolios ensuring theCouncils legislative obligations are fulfilled.
Repairs and Maintenance(R&M) Team– Skilled trades carryingout planned and reactive maintenance to the council and school property portfolio. The R&M function is in the process of commercialisation in order to secure income which in turn funds front line services.
Compliance and SurveyingTeam– TheComplianceTeam ensureportfolio adherenceto all statutory obligationsin regard tomaintenance andservicing andmanagement ofasbestos andfiremanagement. In house technical specialistsare responsible for thedesign and project management of mechanical andelectrical works.
The Surveying side of this function is responsible for ensuring the ongoing condition of theCouncil property portfolio, administrating theCouncil’s capital lifecycle fund, new builds and refurbishment projects.
BuildingCleaningTeam–Responsible for ensuring that allCouncil properties are clean and fit for occupation and securing a high level of occupant satisfaction.
PropertyInformation Team –Responsible for ensuring all property plans and dataare accurate andup to date fulfilling theCouncil’s obligationsforreporting, ensuringCouncil assets are appropriately insuredincluding the monitoringofBusinessRates information.
The function works across theCouncilwith specific detail towards theschool portfolioin planning for capacity, ensuring compliance with government funding obligations and issuing landlords’consents.
Energy ManagementTeam – Responsible for ensuring the accurate and efficient management of utilities, compliance with legislative framework and identifyingand implementing new green projects and meeting theCouncil commitments to tackle climate change.
The team work withcity widepartners in order to identify and assist with large infrastructure projects to aid with the overall energy innovation of Coventry.
Facilities Management &SiteServicesTeam–Responsible for ensuringthe smooth day to day operation of the portfoliobyspace planning, service charge preparation and management, contractor management, meeting room setup, porterageandhealth and safety management.
We are looking for a Systems and Process Manager to join our Corporate Property Information team. In this role you will be developing, managing and maintaining the Council's computerised and manual land, property and asset records and processes. You will also be leading and project managing changes and new developments in systems, as well as assisting Service Managers in policy and procedure creation. You will be leading and project managing the mapping of processes and procedures improving information flow and ensuring these are efficient and kept up to date.
The main duties of this role include:
Support the implementation, development and maintenance of the Corporate Property Asset Management Systems and Geographical Information System, through the development and improvement of data sets and the management of information and reporting.
Assisting Facilities Management with portfolio policy and business planning, developing processes and procedures.
Develop data export/import files/reports that are required to maintain existing and future information systems eg PAMs and QubePM. Provide technical advice and training to other users.

To be considered the ideal candidate for this role you will have a practical and methodical approach to problem solving, with the ability to work to high levels of accuracy within strict deadlines. You will also have the ability to adapt to changing ICT environments by developing new skills in programming languages and software systems and plan and programme for change.
