Job summary

Millbank Holdings is delivering a major infrastructure programme in Suffolk. We are seeking a seasoned Project Manager to lead mobilisation through to project completion, ensuring safety, schedule, and budget adherence while maintaining high quality.

You will coordinate multidisciplinary teams, review contracts, develop delivery plans, drive change control, and report on progress. A strong civil engineering background, stakeholder management, and a track record of on-time delivery are essential.

• Proven project management experience in civil engineering or construction.
• Strong leadership for multidisciplinary teams across delivery phases.
• Demonstrable delivery of projects safely, on time and within budget.

Responsibilities

• Lead mobilisation, planning, execution, completion and handover.
• Review contracts, drawings and documentation to align delivery objectives.
• Develop delivery strategies, resource plans and construction programmes.
• Coordinate internal teams, subcontractors, clients and suppliers.
• Manage subcontract procurement, tender packages and evaluations.
• Work with site teams to optimise methodologies, site setup and resource allocation.
• Drive health, safety, environmental and quality performance.
• Monitor progress, programme performance and contractual compliance.
• Manage risks, variations and change control processes.
• Oversee subcontractor performance on safety, cost and schedule.
• Produce weekly/monthly performance reports on operations and finances.
• Maintain strong relationships with clients and stakeholders.
• Lead close-out activities including handover and lessons learned.

The Opportunity

Working on a nationally significant civil engineering programme, you will take ownership of project delivery from mobilisation through to completion, ensuring works are delivered safely, on time, within budget, and to the highest quality standards. This role offers the opportunity to work alongside highly skilled engineering professionals, manage key stakeholder relationships, and play an instrumental role in the successful delivery of complex construction projects.

Your duties and responsibilities will be

• Lead projects through mobilisation, planning, execution, completion, and handover phases.
• Review contracts, specifications, drawings, and project documentation to fully understand project requirements and delivery objectives.
• Develop project delivery strategies, methodologies, resource plans, and construction programmes.
• Coordinate internal teams, subcontractors, suppliers, clients, and stakeholders to ensure successful project execution.
• Manage subcontract procurement activities, including preparation of tender packages and technical evaluation.
• Work closely with engineering and site teams to optimise construction methodologies, site set-up, workforce planning, and resource allocation.
• Drive excellence in health, safety, environmental, and quality performance across all project activities.
• Monitor project progress, programme performance, quality standards, and contractual compliance.
• Manage project risks, constraints, variations, and change control processes.
• Oversee subcontractor performance relating to safety, quality, cost, programme, and commercial management.
• Produce weekly and monthly performance reports covering operational, financial, and programme metrics.
• Maintain strong relationships with clients, suppliers, subcontractors, and internal stakeholders.
• Lead project close-out activities including handover, lessons learned, final account support, and continuous improvement initiatives.

You will have the following qualifications & experience:

• Proven Project Management experience within civil engineering, infrastructure, geotechnical, ground engineering, or construction environments.
• Strong leadership experience managing multidisciplinary construction teams.
• Demonstrable experience delivering projects safely, on programme, and within budget.
• Technical understanding of geotechnical engineering techniques and associated civil structures.
• Strong commercial awareness with experience managing project profitability and financial performance.
• Excellent stakeholder management and client-facing communication skills.
• Ability to identify and implement continuous improvement initiatives.Strong understanding of health, safety, environmental, and quality requirements within construction projects.
• Experience managing subcontractors, suppliers, and project delivery partners.

It’s great if you also have the following

• Experience working for a piling, ground engineering, or specialist civil engineering contractor.
• Degree qualified in Civil Engineering or a related discipline.
• Professional Project Management qualification (APMP or equivalent).
• Engineering professional membership such as EngTech, IEng, or CEng.
• SMSTS or SSSTS certification.
• Experience working on large-scale infrastructure or nationally significant construction projects.
• Knowledge of low-carbon construction initiatives and sustainability practices.

The setting for the role

This role is based on a major infrastructure construction project in Suffolk, requiring regular site presence and close collaboration with operational, engineering, commercial, and client teams. The successful candidate will work within a fast-paced project environment, leading multidisciplinary teams and subcontractors to deliver technically complex construction works safely and efficiently.
