Job summary

Birmingham City Council is seeking an Associate Performance and Talent Management Lead to join the Commercial and Procurement Service. The role focuses on developing learning programmes, establishing competency frameworks and supporting career development for the procurement workforce.

This permanent position offers hybrid working, with a focus on building a high-performing procurement profession across one of the UK’s largest local authorities.

Qualifications

• Experience in learning and development, organisational development, talent management or workforce capability within a professional environment.
• Experience designing, delivering or coordinating learning programmes, workshops or development initiatives.
• Strong relationship-building and influencing skills; ability to coach colleagues at all levels.
• Experience using HR, learning or knowledge management systems to monitor capability and support professional development.
• Excellent communication and ability to create engaging guidance and learning materials.
• Strong organisational skills with multi-project management.
• Commitment to continuous professional development and helping others build rewarding careers.

Responsibilities

• Develop and embed learning programmes, competency frameworks and professional development initiatives across Commercial and Procurement Services.
• Identify capability gaps and design learning solutions to strengthen procurement, commercial and contract management skills.
• Support career pathways, apprenticeships, graduate programmes and other routes into the procurement profession.
• Promote professional qualifications, mentoring opportunities and continuous learning to develop capability across the service.
• Coordinate learning events, workshops and networking opportunities to foster collaboration and knowledge sharing.
• Support recruitment, onboarding and induction activities to attract, develop and retain procurement professionals.
• Maintain learning resources, guidance and knowledge management systems to support organisational development.
