Job summary

Birmingham City Council is seeking an Associate Performance and Talent Management Lead to shape learning, capability and career pathways within the Commercial and Procurement Service.

You will develop learning programmes, embed professional standards and support recruitment, onboarding and ongoing professional development to build a high-performing procurement function for Birmingham's residents.

Qualifications

• Experience in learning and development, organisational development, talent management or workforce capability within a professional environment.
• Experience designing, delivering or coordinating learning programmes, workshops or development initiatives.
• Excellent communication and relationship-building skills with the ability to influence and coach colleagues at all levels.

Responsibilities

• Developing and embedding learning programmes, competency frameworks and professional development initiatives across Commercial and Procurement Services.
• Identifying capability gaps and designing learning solutions that strengthen procurement and contract management skills.
• Supporting career pathways, apprenticeships, graduate programmes and other routes into the procurement profession.
• Promoting professional qualifications and mentoring opportunities to develop capability across the service.
• Coordinating learning events, workshops and networking opportunities to encourage collaboration and knowledge sharing.
• Supporting recruitment, onboarding and induction activities to attract and retain talented procurement professionals.
• Maintaining learning resources, guidance and knowledge management systems to support organisational development and continuous improvement.
