Job summary

Tilbury Douglas is seeking an experienced Preconstruction Manager to lead preconstruction across the Midlands, from opportunity qualification through to contract award and handover. You will coordinate estimating, design, planning, commercial and delivery teams to craft compelling, robust submissions that support sustainable growth.

Working with regional leadership and business development, you will shape bid strategies, manage risks, and ensure seamless handover to delivery.

Qualifications

Experience leading bids for M&E contractor or building services business.
Strong understanding of estimating, design management and commercial principles.
Knowledge of NEC and JCT contracts and framework procurement is advantageous.

Responsibilities

Lead allocated tenders from initial qualification through to contract award, developing bid programmes and coordinating submissions.
Coordinate multidisciplinary teams to ensure resources, responsibilities and deadlines are managed.
Build strong relationships with clients, consultants and supply chain partners as the primary bid contact.
Develop commercially robust tender strategies addressing technical, programme and commercial risks.
Ensure a seamless handover to delivery teams and capture lessons learned to improve regional preconstruction processes.
