Policy and Commissioning Manager – VAWG Team, Domestic Abuse Safe Accommodation

The Mayor’s Office for Policing and Crime (MOPAC) is the organisation through which the Mayor of London exercises his role as the Police and Crime Commissioner for London and is led by the Deputy Mayor for Policing and Crime. MOPAC undertakes a broad range of statutory duties and works closely with the Mayor of London, Deputy Mayor and Metropolitan Police Service to deliver the priorities that will create safer London communities.

Part 4 of the Domestic Abuse Act 2021 conferred new duties on the Mayor of London relating to the provision of support for victims and their children residing within relevant safe accommodation. MOPAC are responsible for delivering this in partnership with the GLA.

The Role

We are offeringone full-time permanent position for Policy and Commissioning Manager (Grade 5).

You will be responsible for developing policy, advising leaders, commissioning services, and building and maintaining effective relationships with partners, to deliver our priorities around supporting victims and survivors of domestic abuse and VAWG to rebuild their lives after violence and abuse. This will include actively supporting the delivery of the Mayor’s Police and Crime Plan (PCP) for London, his tackling VAWG and Domestic Abuse Safe Accommodation strategies.

You will be expected to lead on specific projects and programmes, working together with teams across the directorate and the wider organisation, statutory partners, the third sector, communities and other partners across London.

With a relentless focus on equality, diversity and inclusion, you will collaboratively design commissioned services that impact on the outcomes for Londoners in our strategies, ensuring the disproportionate impact and specific needs of minoritised communities are addressed.

We are looking for someone who:


  • Has an understanding or interest in issues affecting adults and their children affected by domestic abuse, VAWG and/or homelessness.
  • Has experience of policy development and evidence-based commissioning.
  • Has an understanding of contract management and performance monitoring.
  • Has experience of developing and implementing projects at pace, working flexibly to meet MOPAC priorities.
  • Has the ability to build strong relationships and negotiate with a wide range of internal and external stakeholders, including the GLA, to deliver programme objectives and problem solve within complex systems and relationships.
  • Has strong written and verbal communication skills.

Political Restriction

Political Restriction: under the Local Government and Housing Act 1989 (as amended by the Police Reform and Social Responsibility Act 2011), all MOPAC staff members will be politically restricted without the right to apply for an exemption.

Security Vetting Clearance

The successful candidates will be expected to undergo the necessary security vetting, which may take around eight weeks to complete. Applicants must possess the legal right to work in the UK and have resided in the UK continuously for at least the last three years.

Where are we based?

We have moved to a hybrid working model with office hubs at Union Street (near London Bridge) and Newlands Park (postcode SE26). On average, staff will work 1-2 days a week from an Office Hub, which may differ depending on the role requirements.
