Job summary

Swindon Borough Council is seeking two experienced Planned Maintenance Delivery Surveyors to inspect housing and corporate assets, produce reports and manage planned works. The role requires strong technical knowledge in building surveying and contract administration with CDM 2015 responsibilities.

The positions operate on a hybrid pattern (4 office days + 1 WFH day) and require travel across the Borough. Salary is £47,181 p.a. plus benefits, with a 3.3% national pay award pending in October.

Planned Operations play a vital role in people's everyday lives, and we’re on an exciting improvement journey to transform the way we deliver services for our residents.

We’re looking for an experienced Planned Maintenance Delivery Surveyor, ideally with a background in local government or social housing.

  • Undertaking inspections, condition surveys and technical assessments of housing and corporate property assets, identifying defects, risks and compliance issues.
  • Preparing accurate reports, specifications and recommendations in accordance with Building Regulations, HHSRS, British Standards and other relevant legislation.
  • Providing professional technical advice to colleagues, residents, managers, and representing the Council where required.
  • Diagnosing building defects, identifying root causes and specifying appropriate remedial solutions that balance safety, compliance, value for money and long-term asset performance.
  • Managing the delivery of planned maintenance works, coordinating contractors, consultants and internal teams to ensure projects are delivered safely, on time, within budget and to the required quality standards.
  • Administering contracts and monitoring performance against SLAs, KPIs and statutory requirements.
  • Fulfilling the Council's client duties under CDM 2015.
  • Managing budgets, authorising payments and maintaining accurate records.
  • Providing technical support for Asset Management and investment planning.
  • Building strong and effective relationships with residents, contractors, consultants and other stakeholders to deliver high-quality, customer-focused services.

You’ll play a key role in maintaining, improving and protecting the Council's housing and corporate property portfolio Responsible for delivering planned maintenance programmes, providing professional technical advice and ensuring works are delivered safely, efficiently and in line with statutory requirements, technical standards and industry best practice.

You’ll have strong technical knowledge of building construction, building pathology, defect diagnosis, contract administration and planned maintenance delivery, alongside experience of managing complex or high-value projects.

A degree in Building Surveying or a related discipline is desirable, together with substantial relevant experience and knowledge. Membership of, or eligibility for membership of, a recognised professional body such as RICS or CIOB would be advantageous.

You’ll demonstrate sound professional judgement, excellent communication and stakeholder management skills, and a proactive approach to delivering high-quality services.

You’ll be confident managing risk, driving performance and ensuring compliance, while maintaining a strong focus on customer service, continuous improvement and achieving positive outcomes.

This role will be initially 4 office days + 1 WFH day.

The ability to travel throughout the Borough is required, access to a car for daily use is a requirement for this role.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act "for the effective performance of a customer-facing role").
