Job summary

Swindon Borough Council is seeking a Specialist – Traffic Management & Road Safety to join a pivotal team delivering high-impact schemes across the Borough. You will transform evidence and professional judgement into practical changes in traffic management, road safety, signing and lining, and enforcement of traffic regulations.

The role focuses on developing schemes from investigation through consultation to implementation, working with elected Members, emergency services and partners.

Qualifications

  • Experience in developing or delivering highway and traffic management schemes.
  • Strong understanding of relevant legislation and standards (Traffic Regulation Orders, TSRGD, Traffic Management Act).
  • Ability to use traffic data (surveys, collision data) and engineering judgement to propose solutions.

Responsibilities

  • Turn evidence and local insight into practical traffic changes across management, engineering and road safety.
  • Develop and deliver schemes from investigation through consultation to implementation and review.
  • Collaborate with elected Members, Parish/Town Councils, emergency services, developers and communities to balance safety and accessibility.
  • Support congestion management and innovative traffic initiatives to improve network performance.

Your next role

Few roles give you the opportunity to see the impact of your expertise every day. In Swindon, the decisions you help shape will influence how safely and efficiently thousands of people move around the Borough, whether they are travelling to work, school, local businesses or through our communities.

You will turn evidence, professional judgement and local insight into practical change. Working across traffic management, traffic engineering and road safety, you will help develop and deliver schemes from investigation and consultation through to implementation and review. You will work on a varied programme including road safety and casualty reduction, speed management, school safety, parking and Traffic Regulation Orders, junction and highway improvements, signing and lining, congestion management and innovative traffic management initiatives. Your work will deliver outcomes that people can genuinely see and experience.

This is also a role with real professional influence. You will work closely with elected Members, Parish and Town Councils, emergency services, National Highways, developers, contractors and communities, bringing clarity to complex issues and helping find solutions that balance safety, accessibility, network performance and local priorities.

About you

We are looking for an experienced Traffic Engineer with strong experience in road safety engineering and the development or delivery of highway and traffic management schemes, ideally within a local authority, public sector or consultancy environment. You will have a good understanding of relevant legislation and standards, including Traffic Regulation Orders, TSRGD and the Traffic Management Act, and be confident using traffic surveys, STATS19 collision data and engineering judgement to investigate problems and develop recommendations.

You will have an HNC/D in Civil Engineering or a relevant subject, or equivalent extensive experience. Experience in Road Safety Engineering and/or Road Safety Audit would be welcomed, together with membership of IHE, CIHT or ICE, but these are not essential. If you want to use your technical expertise somewhere it can make a visible difference, this is an opportunity to help shape safer roads, improve how people travel and deliver practical engineering solutions for communities across Swindon.

You will need to be able to travel across the Borough for site visits and meetings.

You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act “for the effective performance of a customer-facing role”).
