Job summary

Vivid Resourcing Ltd is partnering with a leading housing association in Liverpool to recruit an experienced People Operations Manager. The role leads the People Team, delivering strategic and operational HR support across the full employee lifecycle, including ER, recruitment, payroll oversight and HR projects.

Reporting to the Head of People, you will shape HR operations, partner with senior leaders and drive improvements through a period of change, ensuring a high‑quality, business‑facing HR

Qualifications

• Extensive experience in a broad HR/People generalist role.
• Experience leading and developing an HR/People team.
• Expertise in employee relations and complex casework.
• Experience advising managers and handling recruitment, payroll and onboarding.
• CIPD qualification or equivalent professional experience.

Responsibilities

• Lead and develop the People Team to deliver a high‑quality HR service.
• Provide expert HR guidance to managers and staff.
• Handle complex ER cases and coach across the team.
• Oversee payroll processes and payroll provider relationships.
• Manage recruitment, onboarding and ATS usage.
• Coordinate HR operations including performance, L&D, engagement, TUPE, EDI, talent management.
• Partner with operational teams for service improvements.
• Deliver HR projects aligned with the People Strategy.
• Monitor analytics and KPIs to support decisions.

About the Role

A leading housing association is looking for an experienced People Operations Manager to join its People Team.

This is a fantastic opportunity for an experienced HR professional to take on a broad and influential role, leading the day-to-day delivery of the People function and providing expert HR support across the organisation.

Reporting to the Head of People, you will lead and develop a small People Team while providing strategic and operational HR support across the full employee lifecycle.

The role will have particular responsibility for employee relations, recruitment and onboarding, payroll oversight, HR operations and business partnering, including supporting a key operational service area through a period of improvement and change.

Key Responsibilities

• Lead, manage and develop the People Team, ensuring a high-quality HR service.
• Provide expert HR advice and guidance to managers and colleagues.
• Lead on complex employee relations cases and coach the team on ER matters.
• Oversee the monthly payroll process and relationship with the payroll provider.
• Oversee recruitment, selection and onboarding processes and the organisation's ATS.
• Coordinate HR operations including performance management, L&D, colleague engagement, TUPE, EDI, talent management and succession planning.
• Partner with operational teams to support organisational and service improvement.
• Deliver HR projects aligned with the People Strategy.
• Monitor People analytics and KPI data to identify trends and support decision‑making.
• Support managers and colleagues through organisational change, restructures and business growth.
• Build strong relationships with senior leaders, managers and external stakeholders.
• Identify opportunities to continuously improve HR processes and services.

About You

• Strong experience in a broad HR/People generalist role.
• Experience managing and developing an HR or People team.
• Strong employee relations experience, including complex casework.
• Experience advising and coaching managers at all levels.
• Knowledge of recruitment, onboarding, payroll and wider HR operations.
• Experience supporting organisational change and HR projects.
• Strong knowledge of employment legislation and HR best practice.
• Excellent communication and stakeholder management skills.
• A proactive, solutions-focused approach to HR.
• CIPD qualification or equivalent professional experience.
