Job summary

North Northamptonshire Council is seeking a motivated Parking/Moving Traffic Enforcements role to support back office processing of PCNs and represent appeals. The post involves handling challenges under statutory rules, liaising with enforcement agents, and contributing to safer roads and reduced congestion.

You will work as part of a flexible team, with regular office presence and opportunities to develop expertise in traffic enforcement and customer service.

Qualifications

  • In-depth knowledge of the Traffic Management Act 2004 and related legislation is desirable.
  • Experience dealing with penalties, representations and appeals.
  • Strong customer service and communication abilities.

Responsibilities

  • Assist back office services for Parking and Moving Traffic contraventions and revenue processing.
  • Respond to challenges, representations and appeals within legal frameworks and policy.
  • Support day-to-day running of the parking processing team and ensure high-quality customer service.
  • Review CCTV alerts and prepare cases for hearings or debt recovery as needed.
  • Cooperate with Enforcement Team to maintain efficient service delivery.

About the role

We are looking for a highly motivated, efficient, enthusiastic and flexible individual who has proven experience of working in the field of parking, bus lane and moving traffic enforcement.

In particular the post holder is responsible for responding to challenges, representations and appeals against Penalty Charge Notices (PCNs) for parking and moving traffic contraventions, the preparation of case packs for the Traffic Penalty Tribunal (TPT) and liaising with enforcement agents in relation to the recovery of debt.

What will you be doing?

To assist in the provision of an effective back office service for Parking and Moving Traffic contraventions contributing to North Northamptonshire Council commitment to it's community and environment.

To deal with correspondence, challenges, representations and appeals against parking and moving traffic contraventions, requiring exercise of judgement and discretion.

To assist with the smooth running of the parking processing team on a day to day basis, helping to create an environment and structure that provides excellent customer service.

This role covers the statutory legislation governing parking, bus lane and moving traffic enforcement penalty charge notice processing.

The role will include reviewing CCTV alerts for contraventions identified by camera systems. The role is to further support a forward-looking service that meets our primary objectives of improving road safety and reducing congestion on our road network.

You will investigate and respond accurately to challenges, representations and appeals within the legislative framework and in accordance with the statutory processes, ensuring that the PCN is issued correctly according to current legislation and Council policy, Traffic Regulation Orders and evidence collected.

You will manage each Penalty Charge Notice case through to debt recovery, or closure of notice, including liaising with the Traffic Enforcement Centre (TEC) and Enforcement Agents, prepare cases to be heard at the Independent Adjudicator (TPT), and represent the Council at hearings, when required.

You will also reconcile payments as required by auditing processes, report and investigate discrepancies in income.

Working closely with the Enforcement Team, you will ensure the service area can continue to operate efficiently and effectively.

About you

We are looking for someone who can work to tight deadlines, under pressure, and who is friendly, reliable, willing and ready to learn new things.

A good knowledge of the Traffic Management Act 2004 and associated legislation, Moving traffic enforcement, processing appeals and court activity and experience of enforcement using PCN systems are desirable.

Applicants will need to be comfortable working as part of a team, be able to demonstrate excellent communication and listening skills, along with a commitment to continuous improvement.

You will have strong interpersonal and proven customer service skills and are required to deal with challenging situations in a tactful and diplomatic way. In addition, you should possess and be expected to have the following:

  • Experience of dealing with the public
  • Ability to prioritise tasks and manage the workload within statutory timeframes and to a high standard of customer service
  • Excellent attention to detail
  • Ability to communicate clearly and professionally when dealing with members of the public (written and verbal)
  • Ability and proven experience of working under pressure and using own initiative
  • Good IT skills including Microsoft Office
  • Work as part of a team

The role will have some flexibility but you will be required to come into the office on a regular basis.

A standard DBS will be required for this role.
