Job summary

North Somerset Council is seeking a motivated Civil Enforcement Supervisor (Internal Only) to lead a team of Civil Enforcement Officers. You will oversee daily enforcement, ensure compliance, manage escalated inquiries, and drive improvements across parking services.

The role requires supervisory experience, strong knowledge of parking regulations, and excellent communication. It is a permanent full-time position with a 37-hour week and a competitive salary.

Qualifications

Responsibilities

  • Supervise and support Civil Enforcement Officers and Senior Officers, ensuring policy and performance standards.

  • Handle escalated complaints and enquiries; manage difficult situations professionally.
  • Ensure compliance with legislation, Traffic Regulation Orders and Council policies; maintain records and produce reports.
  • Respond to operational issues, incidents and escalate as needed.
  • Undertake enforcement across Council car parks and on-street areas; oversee PSPO enforcement.
  • Collect and preserve evidence relating to PSPO offences and Blue Badge misuse investigations.

The role.

We are seeking a motivated and experienced Civil Enforcement Supervisor to lead and support our team of Civil Enforcement Officers. This role is vital in ensuring the effective and consistent enforcement of parking regulations and Public Spaces Protection Orders (PSPOs). You will oversee day-to-day operations, provide leadership and guidance, and ensure that the team delivers a high standard of professional and customer-focused service.

The postholder will have direct supervisory responsibility for Senior Civil Enforcement Officers and will provide overall operational supervision of the enforcement team during periods when the other Civil Enforcement Supervisor is absent. The role will work closely with the other Supervisor to ensure consistency, continuity and effective day-to-day management of the service.

Your responsibilities will include planning, coordinating and monitoring daily enforcement activities to ensure the fair, consistent and effective application of regulations. You will act as a key point of contact for the team, providing guidance, support and leadership, while monitoring performance and identifying opportunities for improvement.

In this role, you will also manage and respond to escalated interactions with members of the public, including complaints, disputes and enquiries. You will be expected to handle challenging situations professionally, confidently and fairly, with a focus on achieving appropriate resolutions.

As a supervisor, you will ensure that all enforcement activities are carried out in accordance with relevant legislation, Traffic Regulation Orders, Council policies, procedures and health and safety requirements. You will review the work of the team to ensure accuracy and consistency, identify areas for improvement, and address any issues relating to compliance, conduct or performance.

Key responsibilities:
  • Team Leadership: Supervise and support Civil Enforcement Officers and Senior Civil Enforcement Officers, providing clear direction, guidance and feedback while ensuring compliance with Council policies, procedures and performance standards.
  • Operational Oversight: Plan and allocate daily enforcement activities, ensuring appropriate coverage across the district. Monitor operational performance, respond to emerging issues and make decisions to address operational challenges.
  • Training and Development: Training and Development: Deliver and support training for team members, provide regular feedback and coaching, and identify individual training and development needs to ensure officers remain competent and compliant with relevant legislation and procedures.
  • Customer Service: Handle escalated complaints, disputes and enquiries from members of the public professionally and confidently, including situations involving challenging or confrontational behaviour.
  • Compliance and Reporting: Ensure enforcement activities comply with legislation, Traffic Regulation Orders, Council policies and operational procedures. Maintain accurate records, review enforcement activity and produce reports to support service monitoring and management.
  • Problem-Solving: Respond effectively to operational issues, incidents and disputes, providing appropriate support to officers and escalating matters to senior management or partner agencies where necessary.
  • Enforcement: Undertake enforcement duties across Council car parks and on-street areas, checking vehicles for compliance with parking restrictions, Traffic Regulation Orders and relevant legislation. The postholder will remain operationally involved in enforcement activity alongside their supervisory responsibilities.
  • Evidence: Collect and preserve evidence relating to PSPO offences and conduct Blue Badge misuse investigations in accordance with Council procedures and relevant legislation. This may include preparing evidence and supporting further enforcement or legal action where appropriate.

The post-holder must have a valid driving licence or be able to use suitable alternative methods of travel throughout the district.

About you.

We are looking for an individual who is passionate about Parking Enforcement and who possesses the following skills and experience:

Essential criteria:
  • Proven experience of supervising or leading a team, ideally within parking enforcement, regulatory enforcement, security, compliance or a related operational environment. Experience of managing staff on a day-to-day basis, including allocating work, monitoring performance and providing support and guidance.
  • Good knowledge of parking and traffic regulations and relevant legislation, with the ability to interpret and apply legislation, Traffic Regulation Orders and Council policies consistently.
  • Excellent communication and interpersonal skills, with the ability to communicate confidently with staff, members of the public and other stakeholders, including when dealing with challenging or confrontational situations.
  • Strong organisational and time management skills, with the ability to prioritise competing demands, make effective decisions and respond to changing operational requirements.
  • Decision Making: Ability to make sound, proportionate and evidence-based decisions within Council policies, procedures and delegated authority.
  • Team Management: Ability to motivate and support staff, provide constructive feedback and address performance or conduct issues appropriately.
Desirable criteria:
  • Previous experience within civil parking enforcement, regulatory enforcement or a local authority environment.
  • Experience of Blue Badge enforcement or investigations.
  • Experience of enforcing or investigating PSPO offences.
  • Relevant enforcement or supervisory qualification.
  • Experience of working with Traffic Regulation Orders and associated legislation.
