Job summary

Wokingham Borough Council is seeking a Building Safety Levy Lead on a part-time, 24-month fixed-term contract. You will administer the end-to-end levy process, determine chargeability, issue notices, collect payments and provide specialist guidance on levy regulations.

You will lead governance arrangements, liaise with developers and internal teams, monitor performance and maintain records, translating legislation into practical local arrangements.

Qualifications

• Degree or equivalent in Building Control or regulatory field, Business Admin, or related discipline.
• Hold a minimum L3 LABC Technical Building Control Certificate or commit to completing within 12 months.
• Strong knowledge of local authority finance and levy mechanisms.
• Experience administering processes to tight timescales with high accuracy.
• Experience working with developers and external stakeholders on levy or financial compliance.

Responsibilities

• Administer the end-to-end levy process, including chargeability and liability, notices and receipts.
• Maintain accurate records and secure data handling in IT/financial systems.
• Issue levy determination notices ensuring compliance with levy regulations.
• Conduct spot checks of levy information per regulatory requirements.
• Check exemptions against evidence and previous land rate usage.
• Prepare and submit quarterly MI & revenue transfers to MHCLG.
• Act as point of contact for levy-related queries to developers and teams.
