Job summary

Wokingham Borough Council is seeking a Building Safety Levy Lead for a part-time, 24-month fixed-term contract. You will lead the development of processes, governance, and collection of the Building Safety Levy to ensure statutory responsibilities are met.

Working with colleagues, developers and external partners, you will provide specialist guidance on the levy, oversee delivery, monitor performance, and maintain records while translating legislation into local practice.

Qualifications

• Degree or equivalent in Building Control, regulatory field, or related discipline.
• Minimum L3 LABC Technical Building Control Certificate or willingness to complete within 12 months.
• Strong knowledge of local authority finance and levy mechanisms.
• Experience administering processes to tight timescales with high accuracy.
• Experience working with developers and external stakeholders on levy or financial compliance.

Responsibilities

• Administer the end-to-end levy process, including liability and levy charges, and issue payment certificates.
• Maintain accurate records and secure data handling within IT/financial systems.
• Issue levy determination notices to ensure regulatory compliance.
• Conduct spot checks of levy information as required.
• Measure plans, check exemptions, and verify previous land rate applications.
• Prepare and submit quarterly MI & revenue transfers to MHCLG.
• Act as a point of contact for levy-related queries to developers and internal teams.
