Job summary

Adecco is recruiting Building Safety Levy Implementation Officer to support the London Borough of Ealing. The role offers hybrid working, a 3‑month contract, and a focus on building safety levy processes and governance.

You'll work with Building Control, Planning, Finance, ICT and Legal Services to deliver compliant levy administration and reporting. Strong public-sector experience and stakeholder management are essential.

Qualifications

• Experience delivering projects or process improvements, ideally in public sector.
• Knowledge of financial administration, invoicing and reporting.
• Understanding of Building Control or planning environments.
• Experience creating operational procedures and service frameworks.
• Strong stakeholder management across departments.
• Excellent written communication and procedural documentation.

Responsibilities

• Lead the implementation and establishment of the Building Safety Levy across the Council.
• Design end-to-end processes including assessment, billing, collection and reporting.
• Develop procedures, templates and guidance documents.
• Collaborate with ICT and system suppliers to configure levy systems.
• Set up financial controls, invoicing, reconciliation and revenue reporting.
• Coordinate data requirements across Building Control, Planning and Finance.
• Establish governance, audit controls and compliance processes.
• Identify risks and implement mitigation strategies.
• Deliver training and guidance to levy administrators.
• Act as the Council's SME for Building Safety Levy implementation.
• Support transition into business-as-usual operations.
