Fraser Edward Recruitment is recruiting on behalf of a social housing client for an experienced Major Works and Dispute Resolution Officer to join their Home Ownership Team in Harlow on a one-year contract. The role focuses on statutory consultation for major works, leaseholder recharges and dispute resolution, with emphasis on compliance, customer care and timely action.

You will work on-site four days a week, liaising with leaseholders, contractors and legal processes, and supporting hearings

Qualifications

• Knowledge of the Commonhold and Leasehold Reform Act 2002, especially statutory consultation.
• Understanding of Housing Act 1985 and amendments.
• Experience with building contract management and payment applications.
• Ability to read, interpret and explain leases.
• Experience resolving disputes and working with multiple organisations.
• Strong written and verbal communication and organisational skills.
• Professional, customer-focused approach to dispute resolution.

Responsabilités

• Lead statutory consultation processes for major works and support cost recovery from leaseholders.
• Prepare, issue and manage statutory notices within required timescales.
• Attend consultation meetings and explain works, requirements and payment options to leaseholders.
• Collaborate with contractors, contract admins and internal teams for accurate information and cost recovery.
• Undertake site visits to verify works and support Notices of Intention and Estimates.
• Maintain records of consultation, recharging and project activity for handovers and leaseholder accounts.
• Calculate and issue major works invoices with clear breakdowns.
• Manage disputes and complaints, seeking early fair resolutions.
• Prepare evidence for County Court or Tribunal proceedings and attend hearings.
• Contribute to service delivery targets and maintain high standards of customer care, safeguarding and health and safety.
