Job description

The Learning & Development (L&D) Manager will operationally manage the Learning & Development function and work closely with the Head of HR to develop a Learning & Development strategy for the Federation. They will lead a small team and be responsible for assessing learning needs for elected officials, representatives, and HQ employees, ensuring that learning interventions are planned and aligned with organizational objectives.

Key Responsibilities
  • Support the Head of HR in developing and delivering an L&D Strategy for PFEW.
  • Line manage the L&D team (2 Trainers and 1 L&D Advisor), providing motivational leadership and clear objectives.
  • Develop and implement an organizational learning plan aligned with PFEW objectives, including evaluating learning needs, designing training plans, and ensuring diverse learning modalities.
  • Oversee the implementation of the learning plan, liaising with internal trainers, developing content, managing external suppliers, and maintaining LMS platforms.
  • Evaluate the impact of L&D activities, ensuring proper logging, evaluation, and reporting against KPIs.
  • Scope and oversee accredited learning programs and systems support.
  • Draft and review L&D policies and procedures in collaboration with HR.
  • Manage the L&D budget, including approval of expenses, monitoring expenditures, and supporting budget planning.
Skills, Knowledge and Expertise
  • Solid background in L&D, with current knowledge of practices and challenges, at least at Partner level.
  • Hold or be working towards CIPD Level 5 or equivalent qualification.
  • Experience in Learning Needs Analysis and LMS systems (preferably Cognita).
  • Strong skills in training design, delivery, and budget management.
  • Team management or supervision experience.
  • Excellent organizational, communication, and stakeholder management skills.
