Job summary

Page Personnel is seeking an Interim Procurement Manager for a 6-month assignment, paying up to £600 per day Inside IR35. The role is hybrid, with 60% from North offices in Leeds, Manchester, Liverpool or Blackpool, and 3 days on site per week.

You will lead end-to-end procurement and sourcing for a large government body, ensuring compliance with PA23, PCR 2015 and public sector governance, managing supplier relationships and driving value for money.

Qualifications

• Strong end-to-end procurement and sourcing experience within a public sector or regulated environment.
• Experience delivering procurements under Procurement Act 2023 and/or PCR 2015 regulations.
• Proven contract management and supplier relationship management expertise.
• Experience with framework agreements and running further competitions (ideally CCS/GCF frameworks).
• Background in contingent labour, workforce, recruitment, or external resourcing procurement.
• Ability to work effectively with Legal, Finance, and business stakeholders to deliver compliant procurement activity.
• Strong commercial awareness, stakeholder management, and communication skills.
• Professional Services category experience.

Responsibilities

• Lead end-to-end procurement and sourcing activity, ensuring compliance with PA23, PCR 2015, and public sector governance requirements.
• Support the procurement of external resources and workforce-related services across BAU operations and strategic programmes.
• Manage supplier relationships and contracts, monitoring performance and driving value for money.
• Run further competitions through public sector frameworks, including CCS and similar agreements.
• Partner with Legal, Finance, HR, and business stakeholders to deliver compliant procurement solutions.
• Analyse workforce and commercial data to identify risks, opportunities, and continuous improvement initiatives.
• Support business case development, governance processes, and procurement strategy delivery.
• Manage multiple procurement projects simultaneously, balancing operational priorities with strategic objectives.
