Job summary

Lisburn & Castlereagh City Council is seeking a Systems & Resource Manager to join its Sports Services Unit. Based at Lagan Valley LeisurePlex, you will drive quality assurance, procurement processes, and business improvement initiatives to enhance service delivery and income generation.

You will lead the QA team, oversee IT systems, and develop strategies across facilities, ensuring GDPR compliance and efficient operations. A degree and 3+ years’ leadership experience are required.

Qualifications

• A Degree or equivalent.
• Minimum 3 years' experience managing a business or administrative function.
• At least 3 years' experience in developing operational business plans.
• Experience using ICT to support service delivery and income generation.
• Experience implementing and monitoring financial procedures and external quality models.

Responsibilities

• Lead the Quality Assurance Team and support external quality schemes (Investors In People, Customer Service Excellence).
• Coordinate procurement across Sports Services and prepare tender documentation.
• Monitor procurement records and contract end dates.
• Undertake regular efficiency reviews and identify opportunities to improve service delivery.
• Support Area Managers in reviewing services and exploring alternative delivery methods.
• Develop and implement business improvement plans across the Unit.
• Manage Leisure Management software to ensure effective use.
• Develop the Vitality Household Programme as a revenue and participation driver.
• Collaborate with Council teams and external providers to maximise ICT's income generation and customer service.
